रायपुर। 29-30 नवंबर 2023 को कांकेर में छत्तीसगढ़ बचाओ आंदोलन की दो दिवसीय बैठक संपन्न हुई। बैठक में छत्तीसगढ़ बचाओ आंदोलन के घटक दलों के साथ ही बस्तर में आदिवासियों के मुद्दों पर आंदोलन कर रहे विभिन्न जन संगठनों के प्रतिनिधि भी शामिल हुए। इनमें रावघाट संघर्ष समिति, युवा प्रकोष्ठ विकास संगठन रावघाट, कंडी घाट बचाओ समिति, बेचाघाट संघर्ष समिति, बस्तर जन संघर्ष समिति, छत्तीसगढ़ मुक्ति मोर्चा ( मजदूर कार्यकर्ता समिति) आदिवासी अधिकार बचाओ मंच हसदेव अरण्य बचाओ संघर्ष समिति, जन मुक्ति मोर्चा, माड़ बचाओ मंच, सर्व आदिवासी समाज, नदी चुवा आंदोलन, मांदो माटा जन आंदोलन, जन वन अधिकार मंच, मदारमेटा बचाओ मंच, मूलवासी बचाओ मंच, अंतर्राष्ट्रीय मानव अधिकार मंच, छत्तीसगढ़ मुक्ति मोर्चा, केबीकेएस, धुर्वा समाज आदि संगठन प्रमुख हैं।
बैठक में बस्तर से आए आदिवासी प्रतिनिधियों ने बताया कि पूरे बस्तर में माओवादी हिंसा के नाम पर आदिवासियों का दमन चरम पर है । बस्तर की अकूत खनिज संपदा को लूटने के लिए आदिवासियों के संवैधानिक अधिकारों को दरकिनार कर बड़े पैमाने पर सैन्य कैंपों की स्थापना कर पूरे बस्तर में व्यापक सैन्यीकरण किया जा रहा है । भूपेश सरकार के पिछले 5 वर्षो के कार्यकाल में 55 नए कैंप खोले गए हैं।
उन्होंने बताया कि अबूझमाड़ में सड़कों और कैंपों की स्थापना करके आदिवासी संस्कृति को खत्म कर वहां के जंगल जमीन को लूटने की तैयारी की जा रही है। हाल ही में 20 अक्तूबर को दो माड़िया आदिवासी युवाओं की गोमे में डीआरजी के द्वारा हत्या कर उन्हें माओवादी बताया गया, जबकि दोनो युवा महिलाओं के साथ बाजार से खरीददारी करके वापिस जा रहे थे। इसके पूर्व ताड़मेटला में भी दो आदिवासी युवाओं को माओवादी बताकर फर्जी मुठभेड़ में हत्या की गई है।
रावघाट सहित सम्पूर्ण बस्तर में पेसा कानून एवं वनाधिकार मान्यता कानून के उल्लंघन करके खनन परियोजनाओं की स्थापना की जा रही है । विरोध करने पर नेतृत्वकारी साथियों पर फर्जी मुकदमे दर्ज कर उन्हें जेल भेजा जा रहा हैं।
बैठक में बढ़ती सांप्रदायिक घटनाओं पर भी चिंता व्यक्त करते हुए सीबीए ने कहा है कि आरएसएस-भाजपा अपनी तानाशाही-फासीवादी नीतियों को लागू करने के लिए पूरे छत्तीसगढ़ में सांप्रदायिक नफरत फैला रही है। आदिवासियों को आदिवासियों से लड़ाने की कोशिश पूरे बस्तर में लगातार जारी हैं। एक ओर राज्य सरकार वन निवासियों को वन अधिकार देने का दावा कर रही है, लेकिन दूसरी तरफ जंगलों पर अपना नियंत्रण भी बढ़ा रही हैं। वन विभाग द्वारा संयुक्त वन प्रबंधन समितियों के जरिए कूप कटाई की जा रही है और वह सामुदाय अधारित वनों के स्वामित्व को मान्यता देने से इंकार रहा है।
बैठक में निर्णय लिया गया कि छत्तीसगढ़ बचाओ आंदोलन की एक फेक्ट फाइंडिंग टीम अबूझमाड़ जाकर गोमे में मारे गए निर्दोष आदिवासियों के परिजनों से मुलाकात करेगी तथा मुठभेड़ की वास्तविकता को आम जनता के सामने उजागर करेगी। बस्तर में आदिवासियों के दमन और संसाधनों की लूट के खिलाफ भी राज्यव्यापी विरोध प्रदर्शन आयोजित किए जाएंगे। नव गठित राज्य सरकार के मुख्यमंत्री से एक प्रतिनिधिमंडल मुलाकात कर बस्तर के आदिवासी मुद्दो और उनकी चिंताओं को उनके समक्ष रखा जाएगा।
Two-day meeting of Chhattisgarh Bachao Andolan focused on Bastar issues concluded in Kanker : CBA will raise issues before the new state government by protesting against fake encounter, murder, arrest and repression
Raipur. A two-day meeting of Chhattisgarh Bachao Andolan was held in Kanker on 29-30 November 2023. Along with the constituent organisations of Chhattisgarh Bachao Andolan, representatives of various public organizations agitating on the issues of tribals in Bastar also participated in the meeting. These include Raoghat Sangharsh Samiti, Yuva Prakoshth Vikas Sangathan, Raoghat, Kandi Ghat Bachao Samiti, Bechaghat Sangharsh Samiti, Bastar Jan Sangharsh Samiti, Chhattisgarh Mukti Morcha (Majdoor Karyakarta Samiti), Adivasi Adhikar Bachao Manch, Hasdev Aranya Bachao Sangharsh Samiti, Jan Mukti Morcha, Maad Bachao Manch, Sarva Adivasi Samaj, Nadi Chuva Movement, Mando Mata Jan Andolan, Jan Van Adhikar Manch, Madarametta Bachao Manch, Moolvasi Bachao Manch, Antarrashtriya Manvadhikar Manch, Chhattisgarh Mukti Morcha, KBKS, Dhurva Samaj etc. are the prominent organizations.
In the meeting, tribal representatives from Bastar told that the repression of tribals in the name of Maoist violence is at its peak in entire Bastar. In order to plunder the immense mineral wealth of Bastar, extensive militarization is being done in the entire Bastar by setting up military camps on a large scale, ignoring the constitutional rights of the tribals. During the last 5 years of Bhupesh government's tenure, 55 new camps have been opened.
He told that by establishing roads and camps in Abujhmad, preparations are being made to destroy the tribal culture and loot the forest land there. Recently, on October 20, two Madia tribal youths were killed by the DRG in Gome and they were declared Maoists, while both the youths were returning after shopping from the market with women. Before this, in Tadmetla also, two tribal youths were killed in a fake encounter by labeling them as Maoists.
Mining projects are being established in entire Bastar including Raoghat in violation of PESA Act and Forest Rights Recognition Act. For protesting, fake cases are being registered against the leadership and they are being sent to jail.
Expressing concern over the increasing communal incidents in the meeting, the CBA has said that the RSS-BJP is spreading communal hatred throughout Chhattisgarh to implement its dictatorial-fascist policies. Efforts to make tribals fight against tribals are continuing throughout Bastar. On one hand the state government is claiming to give forest rights to the forest dwellers, but on the other hand it is also increasing its control over the forests. The Forest Department is carrying out logging through Joint Forest Management Committees and is refusing to recognize community-based ownership of forests.
It was decided in the meeting that a fact finding team of Chhattisgarh Bachao Andolan will go to Abujmad and meet the families of the innocent tribals killed in Gome and reveal the reality of the encounter to the general mass. Statewide protests will also be organized in Bastar against the oppression of tribals and plunder of resources. A delegation will meet the Chief Minister of the newly formed state government and present the tribal issues of Bastar and their concerns before him.
